I've had the experience of reformatting the hard disk - reinstalling the software and finding that my licence was still in place - Clearly there was information not in the area of the disk accessible to the format command. If you do a clean reformat by removing and recreating partitions, the licence info is gone.

But if you use a recovery disk like Dell's , the info stays.
